There are usually two oil lights; yellow for low oil level, and red for low oil pressure. Yours is most likely yellow, indicating your oil levels are low. It turns off when the car is moving because it's not low enough to register when the car's moving, as oil is moving through the engine, and the sensor is in the oil pan. You most likely have an oil leak or your car is burning oil; you just need to check the oil level at least 10 minutes after turning off the car, and add oil as needed. If it's at the lowest level on the oil dipstick, adding half a quart will do it.
Your oil pressure is low. Have your mechanic check it out soon.

No there is not a On or Off switch, it is controled by an electronic control module that that turns the light on when it detects a problem in the system, when you fix the problem and clear the codes, the light goes out.
