In one way it means that it's time to start looking for someone else, because such problems will obviously take a while to sort out, especially in the present bad economic times. In another way it means precisely what it says - the guy does not want to start a long-term relationship with you, because he is frightened that you might suffer though his inability to provide for you financially, and that's a good point for him, that he is so concerned for you. It's up to you to decide which line you take.

What you need is a happy, wholesome person who's in that good place to give you what you require and to share in your love. Don't give give give to a relationship that isn't giving back. If he isn't ready to 'commit' then he can get lost. You don't need that. There are plenty of people out there who are ready to commit and the more time you waste with someone who doesn't want it, the less time you give yourself to be in a really good relationship. Let him sort himself out, and you be you. It's hard but it's the best thing that you find out now then years down the line. You deserve better.
