"Que Onda" is a slang way of saying "What's up?". It's a colloquialism of Mexico based on the (slang) phrase "Que Pasa". Unique to Spanish spoken in Mexico, not all Spanish speakers are familiar with the term, just as some in the US don't understand certain British slang.
The answer depends on context, spelling and punctuation. The word que can mean what or that and sometimes how. The word onda means wave (as in radio waves) The word honda/o (sounds the same as onda) means deep. So the question ¿Qué onda? could be "what wavelength?" (poor grammar, but still sometimes used. Which is the wavelength (¿Quál es la onda?) is the preferred way to ask that question.) The statement "Que honda," could means "how deep". A comment made to a girl or woman who made a profound statement.
Technically it means "whats up men in what are you right now?" but its slang for "whats up man (men is their way of saying man, they think theyre talking english) what are you up to?"
Que tal/que tal estás/que onda ese/que onda raza/que onda tio. It depends if you're talking to a Spaniard or a Latin American. I guess the first one is the safest to use if you speak no Spanish at all.
