By itself it doesn't mean much. When given along with the name of a process, it will send the hangup (HUP) signal to the program, instead of the usual SIGTERM.
That is the command used the kill (force quit) the process called "HUP".

I don't know about individual windows, but you can kill a process with killall. Please be very careful with this command, because it can damage your system.
Processes aren't "deleted", they are "killed." The "kill" command, followed by the process ID number, should kill the process. Most distros also have a "killall" command, which will kill processes that have the name you specified.
