I think you may be thinking of ICS. ICS stands for Incident Command System. It was adopted in the late 1970's by fire agencies in California after some devastating wildland fires caused multiple fire agencies to have problems interfacing.
The system was modeled after the US Military, and is designed to be flexible, expanding with new jobs as needed during the mobilization for an emergency, and contracting as the emergency winds down. This makes it adaptable for the smallest stove fire in a single story structure all the way up to a huge areawide emergency such as a tornado or earthquake.
The ICS system is utilized every day by virtually every fire agency nationwide, and all firefighters (and especially officers and officer candidates) are trained in it's principles and usage.
