Living document means that it is a famous document that we still use today (ex. The Declaration of Independence).
Of course the statement "the constitution is a living document" is metaphorical, since no document is living, it's a piece of paper with writing on it. As a metaphor, this statement would suggest that the constitution remains relevant and connected to the society which it helped to establish in the late 18th century, which is a long time ago. If you think that the constitution has become irrelevant, then you would say that the constitution is not a living document. Personally I find it to still be relevant.
The Obama document
The document is called a charter.
A document giving permission to start a colony is a charter Sources: I just learned about this in school.
you probably mean "decrease" as decease it didn't.after the civil war the cost of living went down because people could focus on making a living, growing crops and building communities instead of making (and paying for) a war
There is no such thing a living document is by def. the law as written and not one you can interpret any way you please. The Constution is not a living document. It was not written to mean whatever a Liberal wants it to. It is a conclusion on to itself. For Democrats to understand put it like this: What you see is what you get. Nothing else.

A living will is the "pull the plug" medical document. You probably mean a living trust. If so, then it depends on the circumstances surrounding the trust & the lien.
The Bill of Rights is not a living document in that is interpreted differently according to current philosophies. It is living in that it is a timeless relevent work.
