Minimal value means that the stamp is very common and does not have much value. A dealer would be happy to sell you a copy, and the price is going to be mostly the overhead costs of sorting and handling. A dealer is very unlikely to care to buy a single copy of the stamp, the transactions costs would eliminate any possibility of profit on the resale.

The 25 cents represents the cost for a dealer to locate the stamp and add it to your order. Catalog values tend to be inflated. You can buy minimal vale stamps in packets for 2 cents or less. You will pay around 15 cents for one at a dealer. There is actually a range of wholesale values for minimal value stamps -- around 5 cents per hundred to one cent or so each.
