It means someone set the warning light for a certain speed. If you look in your owner's manual it will show you how to reset it.
IT MEANS YOU AHVE A SPEED WARNING SET. IF THEIR IS A LINE THROUGH IT, THEN THAT MEANS YOUR SPEED WARNING IS OFF

This depends a lot on the type of vessel you are in. Warning are dispatched in the USA and the UK with winds at 39+ MPH. So 30 mph is not enough for a warning but still not smooth sailing.
