MVR points are given to you in the state of Virginia for various reasons. Demerit points are given when you are convicted of a traffic violation, and remain valid on your record for two years. Safe points are given for every year that you don't receive any violations or suspensions on your driving record. The safe points offset the demerit points.

Probably not. The best way to find out is to "shop" your auto insurance at the next renewal, or wait at least three months from the date of your ticket to "shop" it. When "shopping" your insurance, your agent should pull your MVR (Motor Vehicle Record) and that's how you'll find out if the PA DMV (Dept of Motor Vehicles) reported the incident to the IN DMV. I got a speeding ticket down in VA that was actually a reckless driving charge because I was going over 80. VA never reported the incident to my home state, PA, so my MVR is still clean.
