"Nuclear Winter" was a scary fiction created by Carl Sagan in an attempt to lobby the United States into unilateral nuclear disarmament and surrender.

In theory, a sufficient number of nuclear weapons detonated on the surface of the Earth would send soot and dust high into the atmosphere, where it would reflect sunlight back into space, causing the Earth to cool and enter a new ice age. (At the time, Sagan was convinced that Global Cooling and an incipient ice age was coming anyway.)

Sagan tried to portray the 1991 burning of the Kuwaiti oil wells as a continent-wide version of this, but it didn't happen; even though the oil wells burned much as Sagan had feared, India and China did not experience severe cooling.
