ctrl-1 will copy the format of the selected cell then you will have to select the cell in which you want to change. On the menu bar there is a icon that looks like a paint brush. Usually when you need to copy and paste, there is no need to use Paste Special. It is only used when you want to do something more unusual when you paste. If whatever you are copying is going to a new location in the same format as it was in its original place, which is normally the case, then the standard Paste is sufficient.
