The pool water draws its color from the liner. If you buy a white liner, then the pool water will not be blue. If you use a light blue liner, then the pool will be light blue. In my opinion, the best liner is a darker blue liner with ripples on it. Your pool will look gorgeous and inviting and the ripple effect makes it difficult to see any dirt in your pool. A solid color liner lets you see everything, which isn't always pretty.

No. Other than blue dye or food coloring (including the coloring that is in some pool chemicals), nothing adds a blue color to the water. So, why does the water in a white pool look blue? The water absorbs the shorter wavelengths of light (the red range) first. The longest wavelengths - the blue range - travel much deeper. (Any scuba diver knows that everything looks blue in deeper water) In your pool, that blue light is reflected back from the bottom of the deep end, giving the whole pool that distinctive blue color! With that in mind, anything which enhances water clarity, allowing more light to get through, will enhance the blue color!
Why does the water in a swimming pool look blue?
It is due to the absorption of sunlight. Shorter wavelengths (red/orange) get absorbed by the water at a very shallow depth. The longer wavelengths (blue/purple) get through the water farther. This is why scuba divers lose the red/orange end of the color spectrum as they descend...those colors don't make the depth, just the blue/purple end of the spectrum. In a white pool, the colors of light that get through to the bottom are reflected back to the surface, traveling through more water and losing more of the reds. What you see is the blue color reflecting back. The deeper the water, the deeper the color you see. You will also notice that this is a daytime phenomenon. The pool light does not give you the same blue-color effect.
