You are not able to delete your thread but you may say that it's closed by editing your first post, by clicking the Edit button right above it, and changing the thread's name to closed.

I'm not sure if I'm right, but I assume you mean "+1" If that's what you mean, then it simply means "I agree" Example: Post 1 I think the war in Iraq is stupid! Post 2 +1 If this is not what you meant, it could also mean the same thing, because binary code (computers) 1 is on and 0 is off, so 1 could mean YES and 0 could mean NO. That's my logical answer to your question.
"Admin" means somebody who can control parts of something. For instance, say that you are on a forum. You look at a post and it has a bad word in it. You can report it to the admin, and he could then leave it, or delete it and ban the user that posted the thread.
