Water is heavier than gasoline so it sinks to the bottom of the tank and is soon picked up into the fuel line. When the water reaches the cylinders the engine will run poorly or not at all depending on how much water got into the tank. A dose of a dry-gas treatment with every fill up will help dissipate small amounts of water. Large amounts of water would require draining and flushing the tank and fuel lines.
