Before independence the national flag of India was a tricolor flag with a spinning wheel at it's center , after the independence spinning wheel was replaced with a wheel known as Ashoka chakra also known as dharmachakra . Indian national flag was designed by Pingali venkayyaiah .
The national flag of India is designed to represent all the sections of Indian society without any religious or ethnic symbolism. The flag has three equal sized stripes of saffron, white and green color. Saffron color represents courage and sacrifice, white color depicts peace and truth and green color shows faith and chivalry. The spinning wheel or Ashok Chakra in the center of flag depicts the Indian heritage as it reminisces the era of King Ashoka, the greatest Hindu ruler of history. The flag is an apt representation of Indian nation without a reference to ethnic and religious divide.
The orange, or saffron color, is said to mean a renunciation of disinterestedness; signifing an aspiration that the national leadership dedicate themselves to the duties assigned. The white stripe in the center is said to represent truth. The green represents a connection to the physical land of India. The wheel in the center is the "Ashoka Chakra" representing the laws of dharma.

Saffron dot (BINDI in Hindi) is placed by the adult Indian women on their foreheads as a sign of being married and it is generally of saffron color.Widowed women do not place such dots on their foreheads.Lately the fashion has come of its use by unmarried women of different colors too to match their dress color.
The resulting color will be a lighter version of the saffron color. It will not change the hue at all. It will change the shade of the color.

Saffron is called 'Kesar' in Hindi (pronounced as Kay-sar). Saffron color is called Kesariya in Hindi.
Saffron is an orange-yellow. So orange with yellow would make a saffron. You would have to adjust the amount of either color to get the shade of saffron you want.
