A sagger is a teenage boy who wears his pants so low that you can see most of his underwear, mostly boxer shorts. Usually associated with the indie punk scene or skate boarding but there are plenty of groups who use the look in different socio-economic and racial sub groups.
This form of expression originates from the US prison environment. It has been theorized that sagging pants originally carried no meaning at all other than the prisons attempting to save money by issuing one-size-fits-all clothing, and the pants of smaller inmates tending to drop or droop. The meaning that was eventually assigned to it was that of an inmate advertizing sexual availability.
