A sea gull would be hard pressed to prey on sparrows. The smaller bird always has the advantage when it comes to evasive maneouvres. The Sea gull is not equiped with talons or a beak to catch anything with. It is hard to imagine a Gull holding onto anything. If a sparrow were already dead then a Gull would eat it though.

Some species are faster than others. Gulls are known for their ability to change direction quickly in flight, not for flat out speed. Around 35 mph would be a close estimate on speed for most species, but the laughing gull seems to be the fastest of gulls at around 40 mph.
