From Wikipedia: A skid row or skid road is a run-down or dilapidated urban area with a large population of impoverished abusers of alcohol and, often, other drugs. In a related expression, someone who is down and out is said to be "on the skids". The term originally referred literally to a path along which loggers skidded logs; that literal meaning is now obsolete. Its current sense appears to have originated in the Pacific Northwest. Definition of derelict from the free dictionary:der·e·lict (dr-lkt) adj.1. Deserted by an owner or keeper; abandoned.

2. Run-down; dilapidated.

3. Neglectful of duty or obligation; remiss. See Synonyms at negligent.

why did the band skid row call their band skid row?

It is unknown exactly why the band Skid Row chose the name it did. The term "skid row" dates back to the time of logging companies, where it was a road used to haul lumber. It also came to mean a place where loggers hung out, such as a bar. Later, in the Great Depression era, it came to be known as a name for a run-down part of a city.
