To prepare soil for planting flowers, dig up the soil very well with a strong rake with teeth or a pitch fork, to a depth of about four inches at least. The more you dig and turn up the soil the looser it will get. Loose soil is referred to as aerated.

When you plant flowers you want the roots of them to easily grow through and downward into the soil. If your soil is dry after this step, then water it until the water seeps down into the ground about eight inches. Don't over water your soil bed. Moist soil is the best time to plant the flowers in it.

As well, you may need to amend your soil by mixing it with compost -- 50/50 is a good ratio -- or by generously adding commercial soil and mixing it in. Especially when you plant a flower bed for the first time, it's important to amend your soil, since the soil may be primarily clay, sand or other non-productive type of soil.

Most plants need soil in order for them to get the minerals, nutrients, and water that they need in order for the plant to thrive. By adding fertilizers and organic matter to the soil, these components will break down in order to provide food that the plants will absorb through their roots.

Hope that helped :D
