The terms "Stage 1" -"Stage 4" are an indication of the performance of the turbo. "Stage 1" turbos may be turbos that will improve engine power while most every thing on the car is stock or minimally upgraded. As you move up in the stages you need more support equipment to maintain the durability and performance. such as a "Stage 3" may/will require larger Aftermarket inter coolers, intake, exhaust, ignition mapping, and many things I've forgotten. Its generally not a good idea to put larger turbos on cars not ready to handle them as the will either burn themselves out or kill your motor.
