Overcoming shyness is not an easy task. It takes a lot of time and effort. You need to practice just talking to strangers. Try to ask a random stranger for the time everyday. Then once that becomes comfortable, start asking strangers random questions that you just want to know about them, such as their name or age. Then slowly and gradually ask more strangers questions a day. After maybe about two to four weeks, this will become comfortable and your mind set with be that of being comfortable around complete strangers which will allow you to naturally come out of your shell.
