It means you are probably listening to an Andalusian person remarking about a "very, very good thing or person."(Correct spelling: ¡Está buenisima!) Why Andalusian? Because as a group, they tend to elide the first syllable in the verb of being - estar. 'Toy andaluz' (Estoy andaluz - I'm an Andalusian) is a common boast and a mark of pride, from Seville to Malaga, and up and down the Costa de Sol. Because of their proximity to the Mediterranean, many of the pioneer Spanish sailors were from Andalusia and brought many of their dialectical curiosities with then to the New World. Many of them (dialectical curiosities) persist in parts of Latin America to this day.
