Depends...if he does this it may mean he wants to be friends. If you are a girl and he does this often, pay attention to see if he is staring at you at other times and also how often. If he does it a lot, then he probably likes you. If he does this, try to catch him off guard and see how he reacts. If he turns his head or blushes, then he likes you. If you make eye contact, then probably. If you break eye contact and h is still looking, then he may or may not be looking at you. Then it becomes hard to tell. Of course, if you are a male then ignore this part because he wants to be friends.
