The 15th Amendment to the US Constitution gave black men the right to vote with the words, "right of citizens of the United States to vote shall not be denied or abridged by the United States or by any state on account of race, color, or previous condition of servitude." The Amendment was ratified February 3, 1870.
Note the words "right of citizens", yet women (black, white, or other) did not get the right to vote until the 19th Amendment was ratified August 18, 1920.
