This practice is rare. The last time the Supreme Court accepted a certificate was in 1982. It is much more common for the federal District Courts to submit certificates to the US Court of Appeals Circuit Courts.

This is a circumstance where a person fails to adhere to a court order which may be for a specified time. Non-adherence to such order means the violation of the order. e.g court summons.
