There's not much to look at between 87 and 101; those floors are inside the spire and don't amount to much besides stairway landings. I found some photos taken by a broadcasting engineer (the spire has many, many different broadcasting antennas attached to it), and you can clearly see the inside of the spire.
There's a small, enclosed observation deck on 102; you can visit it, but it costs more than visiting the deck on the 86th floor.
103 contains some broadcasting equipment, and there's a small terrace outside (looks pretty scary!). The public isn't allowed to go up there.
The above link also has some photos and comments that indicate that a roof hatch is reachable by a small stairway ascending from 103, but the writer doesn't claim that there is a 104th floor. From the photos, it looks almost like you'd go up into a small attic-looking space and then pop the hatch to look out.

AnswerEmpire State Building.AnswerYeah, that's what I thought. Except, the Empire State Building is 1454 feet tall. Not counting the rod, it is still 1250 feet tall. From the ground floor to the 102nd-floor observatory is 1224 feet. The 86th floor observatory is 1050 feet -- very close to the 1046 mentioned in the question -- however, nobody in their right mind would call the 86th floor observatory the "top" of the Empire State Building, since it's really, really, really NOT.I was thinking maybe the person who asked the question confused the Empire State Building with the Chrysler Building? The Chrysler Building is 1046 feet, while the Empire State Building is 1454 feet, 102 stories, and opened in 1931.
