When Moses was leading God's people, the scriptures at Exodus 4:16 and 7:1 brought out that Moses was going to 'serve as God to Aaron and Pharoah'...in that Moses would be God's representative and spokesman.
In the same way, Psalm 82:1-7 is quoting Almighty God, here, as he's speaking to those who were supposed to be representing HIM, as HIS spokesmen, and instead were acting wickedly. They were 'gods' in that they were SUPPOSED to be representing God to the people(Ps 82:6), but were showing partiality to the wicked, turning against the fatherless boy and the afflicted and being unjust to the lowly one. These judges did NOT live up to their responsibilities and would pay for their wickedness (82:7). Jesus quoted this scripture and made application to the haughty religious leaders in HIS day, as they accused him of blasphemy (John 10:33-36), and Paul reminds us at 1 Corinthians 8:5 that there are many who CALL THEMSELVES Lord and God, but that doesn't make it so.
