In the Old Testement

Proverbs talks alot about not speaking to much or to fast.

When words are many, transgression is not lacking, but whoever restrains his lips is prudent. - Proverbs 10:19

Do you see a man who is hasty in his words? There is more hope for a fool than for him. - Proverbs 29:20

Even a fool who keeps silent is considered wise; when he closes his lips, he is deemed intelligent. - Proverbs 17.28

In all toil there is profit, but mere talk tends only to poverty. - Proverbs 14:23

Ecclesiastes also has a few

The words of the wise heard in quiet are better than the shouting of a ruler among fools - Ecclesiastes 9:17

Be not rash with your mouth, nor let your heart be hasty to utter a word before God, for God is in heaven and you are on earth. Therefore let your words be few. - Ecclesiastes 5:2

In the New Testement

The book of james has a few

Know this, my beloved brothers: let every person be quick to hear, slow to speak, slow to anger. - James 1:19

And the tongue is a fire, a world of unrighteousness. The tongue is set among our members, staining the whole body, setting on fire the entire course of life, and set on fire by hell. - James 3:6

Overall The Bible is not telling use to not say to much but for use to understand three thngs. 1) who we are saying them too. 2) Is it for Gods glory and 3) to think fully about what we are going to say before blindly leaping to talk.

Ecclesiastes 10. 12-14

The words of a wise man's mouth are gracious; but the lips of a fool will swallow up himself.

The beginning of the words of his mouth is foolishness: and the end of his talk is mischievous madness.

A fool also is full of words: a man cannot tell what shall be; and what shall be after him, who can tell him?

And here is the wise man from Proverbs:

He that hath knowledge spareth his words: and a man of understanding is of an excellent spirit. (Proverbs 17.27)

Also:

It says that there's a time for much talking... and a time to shut up:

"To every thing there is a season, and a time to every purpose under heaven... a time to keep silence, and a time to speak..." (Eccle.3:1-7).

Like other things in life... it's a judgment call, depending upon whether the one making the judgment is a wise man or a fool.
