The Tipitika says very little about punishment for laypeople. However, it does talk about kamma, the law of cause and effect. This basically says that one who performs harmful actions will receive harmful results in the future, either in this life or in future lives, and that one who performs beneficial actions will receive benefits, either in this life or in future lives.

The Buddha also said some of the punishments that kings lay down for specific actions. The Buddha did not say whether or not the kings should punish the wrongdoers in such a fashion, only that the do, and that this is one reason for avoiding harmful actions.

For monks and nuns, however, the Buddha did lay down specific consequences for specific faults. For relatively minor faults, the monk might have to confess to another monk. For a more serious fault, the monk would have to confess before a gathering of twenty monks. For the most serious faults, the monk would have to give up his robes, and return to the life of a householder, without the possibility of ever becoming a monk again in this lifetime.
