It reads:
Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.
This basically means: "The Government can't just do what it likes to people"
The intent was to prevent fines like those inflicted on religious dissenters in Britain before independence, and to prevent the use of torture in the justice system. The phrase "Cruel and Unusual Punishments" was in the English Bill of Rights in 1689 and was to stop judges just making up weird and nasty new ways of punishing people.
