In Roman government it would be the Senate. This in fact was the inspiration for the US Senate. It is not like the House of Lords though it has been compared to that British government piece of Parliament. Prior to the 17th Amendment to the Constitution, passed in 1911, the senators were not elected by the people but rather by each individual state's legislation.
