JLA is a monogram, not an acronym, and belongs to the artist Jack L. Ahr who designed the bicentennial quarter's reverse.

The fact that your quarter doesn't have a mint mark simply means it was minted in Philadelphia. The P mint mark wasn't used on quarters (and most other coins) until 1980.
