It is in Luke's Gospel that we find the baby Jesus in a manger, since the other nativity account in Matthew's Gospel says that Jesus was found in a house.

Throughout Luke's Gospel, we see more concern for the poor than in any other gospel. Luke even has poor shepherds come to worship the baby Jesus, in comparison to Matthew which only has the wise men bring fabulously expensive gifts. Although Luke says that Mary and Joseph stayed in the stable only because there was no room in the inn, it is a depiction of poverty.

For Luke, the manger represents the very poor, just as do the shepherds who found Jesus there.
