The Commandment reads: "Thou shalt not make unto thee any graven image, or any likeness of any thing that is in heaven above, or that is in the earth beneath, or that is in the water under the earth." (Ex.20:4)
God is talking about "idols" of worship that men make that look like any of the things God created: Things in heaven above would be birds that fly in the sky. Things in the earth beneath the sky is anything that walks, hops, crawls, slithers or creeps on the ground... or anything that grows in the ground [like trees]. Things in the water under the earth are fish and any other water-borne creature.
Our CREATOR will not share our devotion with anything that He has created... including other men, whether living or carved in stone, wood or metal.
In man's choice to worship the god of this world in the Garden of Eden instead of his Creator... he became vain, chasing after and worshiping God's creation, rather than God... and:
"...they neither Glorified Him as God nor gave thanks to Him, but their thinking became futile and their foolish hearts were darkened. Although they claimed to be wise, they became fools and exchanged the Glory of the immortal God for images made to look like mortal man and birds and animals and reptiles [idols and images of things on the earth, and in the sky above the earth, and in the water under the earth]. (Rom.1:21-23 NIV)
"They exchanged the Truth of God for a lie, and worshiped and served created things rather than the Creator -- who is forever praised. Amen." (verse 25)
The Commandment means that we are not to worship anything God created [which is everything]. We are only to worship our Creator. For God's "Mercy" and forgiveness, as laid out in His law, belongs to those who:
"...Love Me, and keep My Commandments." (Ex.20:6)
