The Bible does not mention a "pastor elect", so it was not part of the arrangement of the early Christian congregations.
The early Christian congregations were not so formally organized (but they did not operate independently) and were lovingly tended to by "older men" in the congregation and by the governing body in Jerusalem. Acts 15:22-29 was a good example of this unity between the congregations.
It was after the death of the Apostles that changes came to these early Christian congregations. Then we saw the creation of the Catholic church followed by Protestant religions.
You would have to consult your organization's laws to learn more about what a pastor elect is and what his/her roles are.
