On September 17, 1787, the final draft of the Constitution was signed by congress. The new constitution was then sent to the states for ratification, and became effective on June 21, 1788.
In the United States, there was a draft in 1942. In that year, the U.S. Congress lowered the draft age to 18 years old.

It depends on which war you're referring to, but the Congress has the authority to instate the "draft", where people are forced to join the military. The draft was last used in Vietnam.

The Congress has the power to put the draft back into place. In the UK it is the Parliament who can do that (And the Queen I am certain).
