Cotton wool shrinks in water for two main reasons. 1. Cotton (and wool, silk, etc.) swell up when they come in contact with water because they absorb water. They subsequently shrink when the water is removed from them. This is called water regain. Cotton has the fifth highest water regain (with wool having the most). 2. When agitated, such as when hand/machine washed (much more apparent in machine washing), the cotton fibres are forced together, packing more closely, which gives the overall effect of shrinking the cotton.

To clean the air filter on a Yamaha YFM200 remove the filter. Spray the filter with filter cleaner that you can by at a home improvement store. Fill a bucket with warm water and dish soap, swish the filter in the water and soap. Rinse the filter in a bucket of plain water. Only wash foam, or cotton filters, not paper.

Cotton is an important substance in water filters as it helps catch some of the smaller particles in the water being filtered. Cotton balls are one supply regularly recommended for survival packs and camping gear, as they are lightweight and useful for just these situations (as well as first aid!)

Cotton is not water resistant.
If you think about it, you need to remove the big stuff before you can remove the smaller stuff. By putting pebbles on top, it will filter out things like other rocks, twigs and the like. Gravel will filter out anything smaller that gets past the pebbles, and sand will do the same. It's all a matter of scale. The cotton balls will filter out the smallest possible detritus.
