IS stands for the International Silver Co. and unless it says sterling or 925/1000 it is silver plate.
IS stands for Inlaid silver. ie Holmes and Edwards have a full line of Inlaid silver, which is major improvement over silver palte and the IS is stamped on each piece, usualy in a square box stamp
"Chippendale" is the name of the pattern. You can think of it as a collection; "the Chippendale collection." The manufacturer (in this case International Silver Co.) would make a whole line of flatware, hollowware and serving pieces with the same matching pattern.

They did both genuine sterling and sterling plate, the genuine flatware and dishes will be marked Sterling.

It's cheap nickel/copper/alloy untensils that ARE NOT solid silver from Brazil like it says or you think! I have some, keep it in the family if you have had it for a while!
Rogers & Bros. (not to be confused with FB Rogers or Wm Rogers), founded in 1847, was a maker of silver-plated kitchenware, including trays, although they were more noted for their flatware. They were purchased by International Silver Co. in the 1950s (as was FB Rogers). The 1847 is part of a maker's mark, not a manufacturing year.
