Governments set limits on how many of a certain species may be taken in a season based on the population of that species in a given area. Some animals are protected because of their dwindling numbers or their importance in an ecosystem and can't be taken at all.
They do this to try to maintain the natural balance.
Poaching can be taking protected animals, taking too many animals and taking animals out of season.
Hunting is actually good for the enviroment, it prevents overpopulation which can lead to animals exhausting their natural food supply and getting forced into areas they're not adapted for. But poaching affects this balance and has caused the near extinction of some species.
