According to www.nspcc.org.uk/ the law does not say, it does give you a list of things to consider when leaving a child at home. for example, age, maturity level, and capability.

There is no absolute date yet, but John Key wanted to see it happen last year before christmas, and that time has already passed. There has been no news of the driving age going up this year either. The bill is still there but until Key sets a permanent date nothing seems to be happening.
