The molecules that make up the cell membrane are phospholipids. A phospholipid has a hydrophobic "water hating" tail and a hydrophylic "water loving" head. When exposed to a polar solution, such as water or cytoplasm or extracellular fluid, the phospholipids arrange themselves into a lipid bilayer because it is energetically favourable to have the hydrophobic tails "shielded" from the polar solution.

The phospholipid bilayer only lets small, uncharged molecules in due to its hydrophobic inside. In addition, they don't let materials that are unsoluble in lipids inside.
