Most operating systems are busy doing other tasks if the user is not doing anything.
A typical example would be having the operating system go into the "idle loop" processing, which is also responsible for things like updating the system clock, etc.
Even if a user is idle, there may be other activities on the system, such as network activity, disk activity, etc., so the system is never really truly idle.
