Phatic talk is the same as phatic expressions or 'small talk'.
Things like 'hello, how are you?', 'Whats up' or 'hows it going'. it is a social thing or a conversation starter used to create or stimulate a relationship between the conversation participants. it does not require detailed answers.
Also 'you're welcome' and other such sentences are called 'Phatic responses' as it doesn't literally mean the hearer is 'welcome' but is used as an acknowledgement of the hearers gratitude.

"you seem to know what your doing" "its not not my fault is it?" "do you work her?" They do not have to be questions, it could simply be an utterance, a token sentence of no importance.
