After the first brawl in Romeo and Juliet (Act 1 Scene 1) Prince Escalus announces that in future street fighting will be a capital offence (punishable by death).
Prince Escalus isn't exactly clear whether he means all street fighting will automatically be punishable by death, or only streetfights leading to murders (lots of characters in this play have trouble saying what they mean), but certainly when Romeo kills Tybalt there is a good chance that he will be facing execution.
This is why he has to leave Verona.
The prince in Shakespeare's "Romeo and Juliet" states that those caught fighting in the streets of Verona will face death as a consequence for disturbing the peace.

The Prince tried his best to be fair to Romeo. The punishment for fighting in the streets was death, but Benvolio asked the Prince to consider the fact that Tybalt had already forfeited his life by fighting with Mercutio. The Prince mitigated his sentence accordingly. Since Romeo had undeniably taken part in a street fight, it would have been unfair to let him get away scot free.
Real street fights may be viewed on You Tube. These fights are sometimes very difficult to watch and are sometimes made to look real when in fact they are set up.
