Sadly, you cannot get past the first floor of the Kanto Radio Tower in Lavender Town in Pokemon HeartGold (or SoulSilver). It is not necessary to get to go past the first floor for any part of the game, so don't worry if you think you're missing something.

If you've already visited the burned out tower and the Pokemon run away, use your poke-map to find out where Entei is at. ( Warning: Just like with Pokemon Diamond, Pearl, Platinum, and Heartgold if you follow too quickly the Pokemon will run off to someplace different.
What has better Pokemon HeartGold or soulsliver?
There both the same game but in Heart gold you can catch Ho-oh and in Soul Silver you can catch Lugia. So they both have the same pokemon. If you like the Pokemon Kyogre, you can catch one in Pokemon Heartgold. If you like Groudon, you can catch one in Pokemon Soulsilver.
