The secret is keeping it "clean". By clean they mean the less stuff you have sticking out into the windstream the better. When you lower the flaps and slats the wing in aviation talk is dirty and when you raise them it is clean. SO a smooth aredynamic surface with as little in the windstream as possible.

Do you mean to "refresh" a website showing on a desktop? On my operating system of Ubuntu 12.04. I simply press f5 and the screen is refreshed.

If you have a router then it probably changed because your router was switched off for a while so your ip (set by your router) changes. This doesn't mean anything and you shouldn't worry about it but if you don't have a router...i really don't know what made it change.
By shaky I assume you mean the monitor is flickering, you can fix this by raising the refresh rate on your monitor. Ideally the native resolution and refresh rate work best, most often this is the highest refresh rate supported by your monitor, and the largest resoltuion supported by your monitor. Try changing refresh rate to 60 Hertz first, if it continues flickering, then keep raising the refresh rate until the flickering stops. (Don't forget to click apply after changfing the refresh rate to ensure the refresh rate is changed)
when you request something or click on a link in mafia wars , the rovelver appears , if it last for more than 20 seconds , it mean your page struck on the request and you can fix the struck by clicking on refresh button . it will simply refresh your page :)
It means that your Java might not be working and you have to refresh it or update it.
