There is scaffolding on Time Tangled Island around the Statue of Liberty (1882 AD). You climb up it to reach the top, then jump left to get the Notebook from the high ledge.
There is also scaffolding at the school on Big Nate Island. It is to the right side, and you can climb to find a Comic Strip Piece atop the construction.
