The dots are a way of indicating ribosomes that are attached to the endoplasmic reticulum (ER).

Generally the ER in a cell is asociated with many ribosomes, which are the machinery that produce proteins. This is in fact called a rough ER, to distinguish it from smooth ER that does not have ribosomes attached to it.

Within a cell, ribosomes will manufacture proteins and then insert many of them directly into the ER for modification (such as the addition of carbohydrate groups).
