This is an idiom that comes from the 1800s, from the sport of boxing. In the old days, you announced you wanted to challenge somebody to a fight by throwing your hat into the boxing ring. Later, the expression got taken up by politicians (wearing hats was very common for men in politics in those days), to signify that you were ready to run for office.

What is the hat in the ring inauguration?

I am not sure there is any such expression in English. The expression is "to throw one's hat in the ring." This is an idiom that comes from the sport of boxing and goes back to the mid-1800s, when a person who wanted to challenge the champion would throw a hat into the boxing ring to signify the desire for a match. It became a political idiom, referring to a new candidate letting the public know that he (and later, she) was going to start a campaign for office and try to defeat the incumbent. The inauguration, however, is when the person who was elected is officially sworn in. Thus, your expression would not make sense, because throwing your hat in the ring means you have not yet been elected and are offering a challenge to the incumbent.

When do candidates throw their hats into an election ring?

Actually, these days they do not. But the expression goes back to the era in the 1800s when boxing was very popular; to make it known that someone wanted to challenge a boxer to a fight, the man would throw his hat into the boxing ring. Today, the expression is metaphorical, since most men do not wear hats any more, and throwing one's hat into a boxing ring is no longer a common way to issue a challenge to one's potential competitor.

Thus, when candidates decide they want to announce their candidacy for office, the media may say that Candidate X is "throwing his (or her) hat into the ring," but it's just an expression.
