the difference is that a tuned percussion instrument gives is a nice vibrant sound when on the other hand an percussion instrument that's not tuned either gives it a flat papery sound or just an annoying echo

Improved: SUre, a Bass Drum, like any drum, is 'tuned'; by that we mean the skin is tightened to make a suitable sound. BASS DRUMS --no drum, except TIMPANI -- Are not 'tuned'..... to specific pitches. Good Question! I know that it is a percussion, and you do have to tighten the strings every know and then.Bass in this case means large because it just has a deeper sound.
